The retirement of Dr. G. H. Bateson Wright from the Headmastership of Queen's College, as reported in Your Lordship's telegram of the 11th ultimo, gives opportunity to carry into effect the instructions contained in the 11th paragraph of Mr. Chamberlain's Despatch No.300 of the 12th September, 1902, that Queen's College should be again placed under the Inspector of Schools. Advisable as this course appeared at the time when that Despatch was written, it is in my opinion still more desirable now in view of the fact that Queen's College no longer stands alone as an Upper Grade School, but is now primus inter pares with four other Schools under the Education Department, all of which afford an education of the same class as Queen's College. I have the honour to make the following recommendations in this connection.
